so paper and others have their own /reload commands to reload plugins. we should use /minecraft:reload on non-vanilla servers.

Unfortunately, minecraft:reload doesn't work on vanilla servers. Attempting to run a different ocmmand if the server is determined to not be vanilla is possible, but not all modified servers behave the same and identifying them by server brand is unreliable
