Budget and time cap

• Add a mechanism to stop a run after a set amount of time has passed
• Add a mechanism to stop runs after a set amount of budget had been consumed
  • Pull token usage from the the agents (simpler)
  • Create per experiment LiteLLM keys to allow tracking and budget limit (better)
