timepix chip mode is hard coded

In AllPixTimePixDigitizer.cc the chip mode (counting, ToT) is hard coded. When comparing chip modes with each other one has to recompile.

yeah ... this needs to go into the xml ... but I have been meaning to move
all this configuration to json ... do we have a student that we could put
to this ? :P
