Add Service chapter showing stats of using this skip label.

• comparison of PR authors and their usage of skip label
• comparison of Issue authors and their usage of skip label (with assignes)
• comparison of issue types and their usage of skip label (with no Type)
• comparison of labels their parallel usage of skip label (with no label)
