Unable to open vault, mint more IST or withdraw collateral from vault on Emerynet (upgrade 18)

Describe the bug

Offer failed: Error: maxDebtFor called before a collateral quote was available for (an object)

Whilst smoke-testing Upgrade 18 on Emerynet - I discovered I got this UI error when I attempted any of the below actions for ATOM and stATOM:

1. open a vault
2. mint more IST for existing vault
3. withdraw collateral from existing vault

There is IST available for both assets so it doesn't look it it's running into mint limits at a glance

Steps to reproduce the behavior:

1. Go to https://dapp-inter-test.pages.dev/?#/vaults
2. Attempt any actions above
3. See error

Expected behavior

Users should be able to open vault and adjust vault

This looks to relate to Agoric/dapp-econ-gov#147 - as new invitations were sent to oracles (Gov 1 + Gov 2) but were not accepted.
