Audit of issued vouchers

As a board member, I should be able to view a list of issued vouchers including the meta-data for each issued voucher:

• Issuing user
• Requester
• Product
• Description
• Voucher code
• (Potentially) voucher status (Open / Used / Revoked)

Sub-story: As a manager, I should be able to view a list of issued vouchers [ ... ] that I have issued. (Requires saving issuing user going forward)

Filters/Parameters for the query:

• Pagination
• Status
• Search on voucher code

Noticed that issuing user is not something we store currently, so we might extract that to be a different story ("As a board member, I should be able to see who issued each voucher"), so this issue is more about the initial data we show for vouchers and then we start utilizing that more and more in separate issues (including revokability in #313)
