Problem

The repository now has enough accumulated maintenance work that it needs explicit owner triage instead of opportunistic fixes.

Current visible backlog:

• shared worktree has many unstaged edits/deletions across docs, entrypoints, dispatcher/swarm, board modules, registry, and tests
• open PRs need owner review/merge/close decisions: Fix human notification delivery #68 and Update README with clarification on Chinese phrase #57

The project lead should run a maintenance sweep and report repository health with evidence. This is ownership work, not a new mechanism design task.
