some things I've promised I would implement, done as public TODO

• 32 bit system ID for mavlink2 added rough mavlink 2.1 proposal mavlink/rfcs#20
• full 32 bit integers in PARAM_SET using new enum value
• drag coefficient values for copters in EKF3 using iterative EKF3 replay on replay log
• chase @priseborough about patch to run 3-axis mag fusion on ground but with high measurement/process noise, both for stability and to get the representative CPU load on the ground

• should log lua modules in the bin log
• find some way to get full file names for files in bin log, maybe a FNAM message giving the mapping of names?
• should suppress D (and lower P?) terms during motor-test to stop surface oscillation
• don't trigger GCS failsafe if never seen the GCS, arming check that seem GCS if GCS failsafe enabled
• ALT_OFFSET breakage ALT_OFFSET error when commanding waypoint/flight mode #31637
