Will tackle this post-1.3 release but in the 1.3.x cycle

I will create a component that can be attached to any entity that turns it into a vehicle storage and defines a parking spot for storage and retrieval, we will use the "vehicle menu" to store and retrieve them plus ensure that all inventory contents, fuel and damage state is stored (using EPF)

Then this component will be attached to:

• Starting houses
• Warehouses
• Base garages

We should also despawn player-owned vehicles that are empty a short time after they disconnect, but be careful when respawning them on reconnection as something else might be in that location now
