Migrate enabled time and enabling activity to PIX FRAMEWORK

Currently, the Waiting Time Canvas is using the enabled time estimation that comes from the StartTimeEstimator package. This functionality has been moved to Pix Framework package, and updated to run in parallel.

Migrate this use to the implementation of that function in this class. It should be the same call, so it is probably only changing the imports.

Also, the package is in the pip repos, so you can install it with poetry directly (pix-framework).
