Android Auto not ignoring "Warn Before using Data" setting

Description

I've been having an issue where Android Auto will automatically pause podcasts if the next one is downloaded, however the setting "Warn Before using Data" says that it should ignore it.

Step-by-step reproduction instructions

1. Play a downloaded episode
2. Select "Play next" for a non-downloaded episode
3. Listen through the downloaded episode on an Android Auto device
4. When the downloaded episode ends, the next episode will pause at 00:00.
5. There will be a notification explaining why this happened, but only on my phone, which I am not checking due to me driving.

What I am expecting is:
4. When the downloaded episode ends, the undownloaded episode automatically plays.
5. No notification.

It seems like this is already the behaviour when playing from a connected Android Auto device or in Automotive OS.

Where is the first screen from? Hopefully we can figure out how to solve this issue.

I'm not quite sure why it closes the player. That's a separate issue.

Where is the first screen from? Hopefully we can figure out how to solve this issue.

the first screen is from notistar, a notification cacher, just showing that i'm getting the data warning notifications instead of the soundtrack automatically playing.

if you tell me what other information you need, i can go and recreate this because it is still happening to me.
