'create-repository' improvements

I got some errors and noticed some confusing/duplicate options for the create-repository command:

• The option --issue-repo-only seems superfluous, or what's the difference between --repo-type=issues ?
• What's the difference between --site-production-url and --production-url, and --site-development-url and --development-url?
