Add delivery binding specification for poll mode

The poll delivery binding (agent periodically GETs pending intents) works in production but the spec only documents stream and http bindings in detail.

What needs to happen:

• Add bindings/poll.md with endpoint contract, polling interval guidance, and cursor semantics
• Reference existing implementation in gateway

Good first contribution — the implementation already exists, this is documentation work.
