Looks like they added an Anubis front-end: https://lifehacker.com/tech/anubis-ai-browser-check-tool
so a direct wget https://dl.fedoraproject.org/pub/epel/9/Everything/x86_64/Packages/d/dkms-3.3.0-1.el9.noarch.rpm works,
but the recursive wget call fails, most likely because it looks too much like a scraper...
