Document guidance for service prompts/skills/agents

In https://github.com/Azure/azure-sdk-for-python/issues/44991 we found a pattern for Copilot instruction organization across services; https://github.com/Azure/azure-sdk-for-python/pull/44956 implemented this for the ML team, as an example. We should have documentation describing this guidance so service teams can easily find it.
