CI for running non-skill evaluations

Vally can also test non-skill evaluations. These should not live under .github/skills because that would not make much sense. Instead, they should live under tools/azuresdk-cli/Azure.sdk.tools.Vally.

• The CI for running such tests already exists.
• Currently there is this one for running tests in every repo, so it hits the different copilot instructions: https://github.com/Azure/azure-sdk-tools/blob/main/eng/common/pipelines/ai-evals-tests.yml
• There is this in the CI to support running benchmarks: https://github.com/Azure/azure-sdk-tools/blob/main/tools/azsdk-cli/ci.yml

Each one of these should be chnaged to run vally instead.
