We need an easy way to figure out where the active bicepconfig.json file is and which rules are currently enabled

Current proposal is to have an F1 command to display configuration information to the output window, which could include:
- Which bicepconfig.json file(s?) is being used
- Current resolved full state of it (not just bicepconfig.json file content)
- List of all linter rules, their default values and their current values (off, on, warning, info)
