Would it be possible to make glass borders connect to eachother when placed next to eachother to create one continuous border around the edge of the glass?

No, it is currently not possible to do so using resource pack only as we cannot check what are the neighbor blocks of the main glass block to check if there is a glass block so that then change the texture of the main glass block

However, seems like Mojang is working on connected glass or adding the capability to do so in the latest preview internal leaks, so if Mojang does that then we will surely add the pack to our website

The only way right now to do the connected glass block is through an addon, but it is also not proper way to do so as you have to create a duplicate block of each glass block and then can use that to create connected glass blocks, cannot do this exact same thing using a vanilla glass block

Shelves basically have connected textures and swap based on redstone input, its just whether we can access the same facilities
