[Admin Tools] Kill Empty Boats

Open Discussion for anyone to hop in on but I have been thinking about how this addon should work and I have mixed feelings on what I like "best" and what is actually "useful".

One method I have thought about is when you place a boat, some properties are set on the boat declaring an owner ect and when you next sit in and then dismount, the boat is broken and returned to the owner automatically. But this is sort of tedious for people with chest boats, full inventorys ect - not a "great" solution but an option.

Second method was I do something similar to Graves, and I keep a "global" list of all boats in the world, which I should be able to cross reference with a list of "active" boats (something that @e[type=boat] can return) and use that to give admins atleast an idea of where all the boats are, who they are near or if they are all next to eachother or if there is just a LOT around.

The way Vanilla Tweaks works is with just a global kill command, which isn't feasible in Bedrock due to the super reduced render distance, I would have to make a lot of ticking areas to load out of range boats to then kill them, and I think that is the most "true" method, but also quite possibly the laggiest method.

I guess a hybrid 2 & 3 might work best, give people the tools to cull mass boats but also a tool to just track where boats might be if they think they are causing lag.
