extract geolocation info from BE dataset

• subset of BE dataset (TFRecord example)
• extract geo-coordinate and time info and convert to same format as google earth input

Main BigEarthNet dataset contains geolocation in UTM format. This format is not supported by Googe Earth Engine API. We need in latitude and longitude format. Added a util function (got it from Ernesto) with some minor changes to convert UTM to Latitude and Longitude.

Added parse logic which parses the BigEarthNet dataset and creates a csv file with image name, its converted latitude, longitude, and timestamp.

For the entire BigEarthNet dataset, image, latitude and longitude (converted), and timestamp extraction is done and uploaded to s3://agcapbky/BigEarthNet/bigearthnet-models/splits/
The files are:

• train_lat_lon_time.csv (train)
• val_lat_lon_time.csv (val)
• test_lat_lon_time.csv (test)
• all_lat_lon_time.csv (entire dataset)
