Heat Pump only optimised for electricity price but does Not Take into Account other Factors

Describe the solution you'd like

The Cop of a Air based Heat Pump depends in target Temperature and Outdoor Air Temperature.
An optimised only looking in price misses the opportunity to optimised for efficiency of the Heat pump
