shut-down the DUT device after period if inactivity

Is your feature request related to a problem? Please describe.
To save power, heat-production, noise, and all that jazz we should add feature that the DUT device will be shut-off after some period of inactivity.

Describe the solution you'd like
For example 2 hours after the last DUT Last used by <NAME> at <DATE-TIME> <CMD>. Would also make it easier for the dev-ops team to spot actively used machines.

This time should be configurable in the JSON config, but if no time is configured, default to some value like 2 hours or something.

One could add a mechanism to the config which commands to execute if no new commands have been issued for a while. So users might configure a sequential list of commands + a timeout after which they get automatically run.
