Add Timelocks documentation #35
Description
My early PR #23 got stuck on some technical details and then on the timelocks jet deprecation.
Many of our use cases rely on the ability to enforce timelocks or time delays. They're especially relevant to lending, some forms of prediction markets and options, and to many forms of vaults. However, the details are subtle.
I would like to revise this with some help from @delta1 and get it published as part of the language documentation.
