Support ignoring prefixs for L-C15-NOT-IN-PATCHES

For the rare use cases you want scope = 2 but things not to appear in Zeus (Or have a huge amount of classnames that don't need to be added to CfgPatches)

@PabstMirror This already only checks for the project's prefix right? I don't see how this request would change anything
