Namespace economics code families and rename tonal/systemic code families to avoid collisions

[CAM-Initiative]

Motivation

• Prevent canonical-code collisions between domain-level single-letter families and economics instruments by introducing explicit namespaced identifiers and harmonising tone/systemic-power labels.
• Align the canonical index and all instrument metadata so code-family names and controlled values are unambiguous across domains.

Description

• Added namespaced economics families ECON.CONTRIB and ECON.DEP (replacing prior ambiguous C/D entries in the economics appendices) and updated their canonical declarations in .github/Indices/canonical-code-index.{json,md} and multiple Governance/Charters/* files.
• Renamed the Tone Bands family from T to Tb, updating controlled values (T0→Tb0, T1→Tb1, T2→Tb2) and all references, declaration headings, and table entries across AEON/RELATION schedules.
• Renamed the Systemic Power family from SP to SyP, updating controlled values (SP0→SyP0, etc.), consumption references, crosswalks, and all related canonical declarations and usage sites.
• Updated numerous governance documents to reflect the above (consumes lists, declaration headings, schema fields, amendment ledgers, and a small line-number adjustment), and removed/replace duplicate/ambiguous entries in the canonical index to keep the registry consistent.

Testing

• Ran the repository-wide linter/normaliser used for metadata and normative-language normalization and it completed successfully.
• Executed the canonical-index validation step (registry/index consistency check) to ensure .github/Indices/* and instrument footers remained coherent and it passed.
• Performed a markdown/link/footnote smoke-check across modified files to detect obvious formatting or reference breakages and no errors were found.
