CLI: defer HIL_ENDPOINT check until later in startup #1033
Right now, if the HIL_ENDPOINT environment variable is not set, the CLI bombs out right away. You can't even do
hil --help. We should defer this and only do it in cases where the user is doing something that actually requires the value.
