Link to the CCM OSCAL when available

The CIS controls to CCM mapping does not link to an accessible version of the CCM in the OSCAL catalog format, since there is no public resource currently available.

Once the CCM is published in the OSCAL catalog format (CloudSecurityAlliance/continuous-audit-metrics#56) the following work needs to be done.

• Add an rlink to point to the CCM in resource 711085f6-c390-4b25-b5f1-30066a56073d when an OSCAL version is made publicly available.
• Update the CCM identifiers to the ones used in the CCM OSCAL content to ensure proper identifier alignment.
