Do you think the algorithm in Computing Lindahl Equilibrium for Public Goods belongs in pabutools? (If not, I will be happy for ideas, what other library it could fit into)

I'm not sure because this is for divisible PB, the base classes for that case are not in the library. So they would need to be implemented first. Not sure that is the right approach. @DominikPeters, an opinion?
