This paper presents a system, based on machine learning, that takes a partial vote (on a subset of the projects) and tries to complete it. Do you think it could fit, in one form or another, into pabutools?

I'm not sure how these are implemented but it does seem like the task of completing a partial vote can easily be integrated in the pabutools. I would keep it as a separate module and not add the ML libraries as requirement (a bit like we did for Jinja for the automatic explanation of rules).
