Every per-user feature can be enabled/disabled via a VIP menu

• Respawn with x HP (default: 1) and Y setup (default: previous/saved)
• Play a "deny" sound when trying to buy restricted weapons (alongside HUD message)
• Alternatives for restricted weapons, e.g. buying AWP gives user Scout (configurable)
• Extra HP/AP (default: 0/25) while planting/defusing the bomb for VIPs (configurable)
• Reset score command
• VIP for flags (default: 0 (ADMIN_ALL) for the last x (default: 5) rounds (configurable)
• "Ghostwalk" (pass through other users)
• Infinite backpack ammo
• Can see who is spectating them
