Bug Fixes on the Resource Page

Problem

Hey Brian, we're loving the work you've been putting in and it's really helping Vera get closer to our end goal! This week, we'd like you to continue the work you've been doing these past few weeks. There will be two parts to this issue. The first is to get the resource tile to open when it's linked to (basically the last step in the work you put in for the last PR). We then would like you to add a scrolling feature to each tile so that they're height doesn't expand the entire height of the screen.

Task

• Fix the bug where the scrolling should only happen after the page is rendered.
• Allow tiles to expand when you link to them using the hash link you implemented.
• Add scrolling to tiles so that when they expand, they only take up a quarter to a third of the height of the screen. The idea is that the user can still see the "extra info" and more simply by scrolling within the tile.
• As an extra little thing, add a button to the bottom right corner of the tile so that when the user presses it, it fully expands like it does now. That way, it gives the user control on how they want to view the information.
