Why is this file being automatically included in my project when I use this package?

Since Visual Studio now stores nuget packages outside the solution folder, removing the file adds a reference to a path outside my solution, which is specific to my machine and profile. Therefore, there is no way to fully remove this file, as anyone who opens it will have the file included from a different path on their own computer.
