Release notes:
A pretty small build-on to 0.3.13. The main thing this version provides is the ability to change the ProcessManager. The main purpose of this version is to restrict compatibility of ToolipsServables to the latest 0.2.9 and force updates. There are also some new deprecation warnings that appear for certain functions
