Allow selection of disabled recipes

Suggestion

Due to some pyHM stuff its currenty not possible to select the oil burner recipe: water boiling, a solution would be to let the user select disabled recipes if the consent is given with a toggle like unresearched and hidden recipes ;)

Well you can already select hidden recipes, and the recipe availability logic is pretty complicated. I'd have to look at this specific case, the oil burner might just be a boiler type I don't support yet.
