problem when installing transformers-domain-adaptation

I have already manually installed the torch(version 1.7), but it still shown this error when I run.

ERROR: Could not find a version that satisfies the requirement torch<1.8,>=1.7 (from transformers-domain-adaptation) (from versions: 1.9.0, 1.10.0, 1.10.1, 1.10.2, 1.11.0, 1.12.0, 1.12.1, 1.13.0, 1.13.1, 2.0.0, 2.0.1)
