Add ability to create/edit Recording Rules #11

Along with editing the Prometheus config, we should allow users to create/edit Recording Rules.
This can be accomplished by editing a preset/configurably named file on the filesystem (i.e.
recording.rules) in a similar fashion to the main configuration file.
