Creating and/or expanding features to automate mitigation of inappropriate language

What can we do to help admins with inappropriate language is custom URLs and preventing accidents in random URLs?

Looking for automated implementations. Are there inappropriate language plugins or Public APIs that we can utilize? I think I saw a plugin that added a 133t speak dictionary, it would be great to also be able to deal with foreign languages as well.

For custom URLs, we might be able to implement a custom webform validation.
Maybe we could do automated removal of a users role if the fail the validation some significant number of time.
