What it Says on the tin but I'll elaborate

This will be somewhat of an introduction of weight classes. I'd rather it be added based on Blocks instead of having math for each number from 1 - 200. this means instead of each number value having an effect i'd rather it being based on number ranges i.e: 1-70 have the highest slip stream attenuation. 71 - 100 have second highest, 100 - 120 are average and 121 - 200 are the lowest. essentially this means weight classes will determine how good a character is at chasing as much as their speed does, this is also meant to coincide with the other issue I opened about de-normalizing stats
