Controller commands, validate if the right inputs are present

It is possible to run the controllers in multiple different configuratoins with different services. In some instances, certain inputs would be expected.

To quote:

if you have a fsm configuration that doesnt use the external microservice for the run number but you don't provide one, validating that you actually do get an error message that says 'oy give me a run number' is part of this.
