Update infra to redirect http to https

Currently, visiting a URL like dss.dev.ucsc-cgp-redwood.org leads to a 404, but https://dss.dev.ucsc-cgp-redwood.org directs to the data store. We should modify our infra deployment to create a redirect rule: redirect all HTTP traffic to HTTPS traffic.

Are there any parts of the infra that can't be accessed via https? If not, then I can add HSTS headers as part of this ticket for good measure

@natanlao I think you mentioned in standup last week that this issue was more complicated than you originally anticipated. Would you mind updating this ticket with some relevant information about what the problems were/are?
