Name the contact in dashboard Deliverability Attention rows

Part of UX epic #67. From the operator UX audit (finding 3, HIGH). Dashboard-level twin of #66.

Problem

Every Deliverability Attention item title is the campaign name repeated; the actual person who bounced/complained is missing, so the panel can't answer "who needs attention?" (dashboard.html:214-238)

Ask

Lead each row with the contact email (linked to contact detail); campaign becomes secondary muted text.

Acceptance

• Each attention row leads with the affected contact, linked.
• Campaign shown as secondary context.
• Tests + lint pass.
