S23.08: Community-health files (CONTRIBUTING, CODE_OF_CONDUCT, SUPPORT, templates, CHANGELOG) #584

Add the standard community-health files, reflecting the closed-to-external-code contribution model (PolyForm Noncommercial 1.0.0 + commercial dual-licensing). Grouped as a single story per maintainer decision.

Files

  • CONTRIBUTING.md — external code contributions are not accepted (PRs by invitation; licensing rationale: dual-licensing requires clean copyright, so unsolicited patches cannot be merged). Issues, bug reports, and discussion are welcome. Documents the real dev workflow for the record and invited contributors: CMake presets, TDD discipline, Conventional Commits, squash-merge, tiered pre-PR checks, docs/NAMING.md + MISRA posture.
  • CODE_OF_CONDUCT.md — Contributor Covenant; contact via the cososo.co.uk contact form (no email published).
  • SUPPORT.md — where to get help (issues, docs) + commercial-licensing pointer.
  • .github/ISSUE_TEMPLATE/ — bug report, feature request, and config.yml disabling blank issues.
  • CHANGELOG.md — seed the current empty stub; align with Keep a Changelog / release-please.

Constraint

No hardcoded owner URLs (relative links / contact form only) so the files survive the account migration untouched.

Acceptance

All community-health files present; GitHub surfaces the "Contributing", "Code of conduct", and "Security policy" community-profile checkmarks.
