Don't ask me how, or why, but I was helping someone through the issue, booted stock and syscfw with a proper config, (on ams 1.11.0), and it did not fix the issue; syscfw booted into syscfw, instead of finishing the update.
I had them grab a fresh atmosphere folder (1.10.2), boot syscfw, it finished the update. I think this is the most temporary fix I've ever seen.
