Don't allow creating / suggesting elections with no ballots

If you go through the ID creator:

1. Select a date
2. type
3. org
4. No divisions

Now click through to suggest election.

At the moment it shows the election group (local.date) but no group and no ballots.

We shouldn't be able to submit the creator without at least one ballot in the system.
