Core: Implement flight dispatch & in-flight rerouting

Right now a flight goes straight from origin to destination. Should add:
- Dispatch logic: allow the reroute commands mid-flight (for example to avoid weather or closed airports).
- Must ensure that the reroute is possible given the new airport & fuel
