Accessibility - Add aria-label descriptive for a screen reader

Current Behavior

When a screen reader is focused on Search,Refresh ,Column on the projects page, the screen reads: "Search", "Refresh" and "Columns" but there is no reference that these are in reference to the table below.
Non visual users might mistake the search button for example as referring to searching the page or searching the solution.

Proposed Behavior

The description for the elements should be :
Search : Type to search projects in the table below
Refresh : Refresh project list
Column : Select columns to show in the project table
