Can this be done with socket listening? Would make testing nice if that were the case!

Alternative is to:

1. Have dev / test / prod configs for the rest of the app and point dev / test at this thing
2. Add quoteserve.seng.uvic.ca localhost to the local /etc/hosts file for dev
