Add cmip6Plus tables and CV repos as submodules

Adding the repositories for the cmip6Plus tables and CVs ras submodules.

In the add-submodules-cmip6plus-tables branch the submodules and the links are available. In principle it looks harmless to merge into the master. The merge request however shows broken tests (not much clue yet, have to look into it).

With the us eof the submodules the install-cmip6plus-tables.sh script becomes superfluous, but the --tabledir argument needs to be adjusted like I did in the submit examples.

The local pytest give the same error (no succesful test), however if I move the subdir:
ece2cmor3/resources/cmip6plus-tables/mip-cmor-tables/src/exploration
from the submodule the tests come further: two broken tests.

When in ece2cmor3/resources/cmip6plus-tables/mip-cmor-tables the following tests:

	deleted:    JSONLD/scripts/test_all.py
	deleted:    src/exploration/old/mip_cmor_tables/mip_cmor_tables/tests/test_collection.py
	deleted:    src/exploration/old/test_python_1D_var_segfaults.py
	deleted:    src/exploration/old/test_python_1D_var_works.py

are removed, then the ece2cmor3 pytest run without errors.
