Align integration with Operations Building Block in regards to exposed quota and consumption metrics to both operators and end users, fostering transparency and better resource awareness.

Goal:
Provides comprehensive workspace metrics that give both operators and users visibility into actual usage and remaining capacity (CPU, memory, GPU, storage), improving transparency and encouraging self-regulation, while enabling operators to optimize resource allocation at scale.
