USD Pegged loans issues

1. Oracle needs to be cheaper
2. Wiki needs to be updated to explain how many times borrower can expect to pay the oracle to update the USD rate.. eg during contract creation , every hour until a lender accepts, everytime a repayment is going to be made
3. Need to be able to cancel the contract while it is waiting for rate update

Only one person has to pay Oracle for the entire site. So if someone else pays it, then that unlockes the rate for the entire website for that hour. So if you want you can just sit back and soon enough itis unlocked with updated rate
